The Challenge
PagTesouro is the official payment platform of the Federal Government, used by millions of Brazilians to pay public service fees such as passport issuance, registrations, exam fees, among others. Payments linked to PagTesouro could only be made via boleto, Pix, or debit from an account — requiring the full amount upfront. This excluded a large part of the population without immediate available balance, limiting access to essential services. The challenge was to develop a secure technology fully integrated into the PagTesouro environment, enabling more flexible payment options, especially for lower-income citizens, without compromising the high technical and regulatory compliance standards required by the National Treasury.
